my fiancé is PR in Canada. We are getting married in February 2019. Am belongs to India. Is there any way that we can together as soon as possible in Canada. As he his company does not allow him vocations more than 3 weeks

He should sponsor you for PR as soon as you are married and he returns to Canada. You can try applying for a TRV (tourist visa) to visit while the application is being processed - however the chances of refusal are quite high.
