If anyone get entered in Canada on visitor visa. Is that possible for him to get work permit while on visitor visa?

You would need an employer to get LMIA, make you a formal offer, and only then apply for the work permit. The whole process can take from 9 to 24 months.
You would have to survive for that time without any income, and the process can fall down at any point.
Risky and unlikely.
