If your husband's NOC code is 0, A or B, better apply for an Spouse Open work permit rather than a visitor visa.

By that description he falls under NOC group 7511 which is skill-level C. This NOC does not make you eligible for an Spouse Open Work permit - so your recourse is to try to apply for a visitor visa.
