Visitor visa while waiting for spouse PR

I've sent in the application for my husband's PR in early Feb. I haven't received an AOR yet. Is it possible for my husband to apply for a visitor visa to Canada to meet me in the interim? Will this interfere with his PR application?

Can I apply any time or should I wait for an AOR?

You can send the application anytime, there is nothing stopping you.

You need to convince CIC that he is not trying to get to Canada and "stay as a visitor" until his PR is given.
