Visitor visa refused on grounds of R179B(Inconsistent Purpose)

I've been living in the U.A.E for 10 years and I have also a U.S non-immigrant visa even though I was eligible for the Can Plus program.I submitted my application on 8-11-2023 and biometrics on 10-11-2023 and got a refusal on 11-11-2023 which was Saturday I don't know if any visa officer is working on weekends. well, I am curious about the refusal grounds details is show a created date of 24-5-2017 I never applied before for a Canada visa. Can anyone please help with it what exactly is this?

Residence visa working since 10 years,pakistan,I have U.S non-immigrate visa so I was eligible for canplus program in canplus program there is no need to show financial status and other things also wipe out from the ircc form.sales manager 4046 CAD.Yes my wife lives with me and she will be in U.A.E during my visit.tourism purpose basically I was going to newyork so I planned to go toronto also and 2 weeks visit.
