My spouse and I have been applying for a visitor visa's to come and visit. He was previously approved and came for an 8 week visit back in August & September 2016.
We made 3 attempts for a visitor visa's so far:

The 1st attempt we applied for 8 months, this was after to speaking to a IRCC agent who emailed me information and said we needed to emphasize on the Invitation letter. I originally wanted my spouse to come for a family wedding in April, spend the summer here and then Christmas before he returned home. Less than 24 hours it was refused based on not satisfying the high commission that he would leave after his visa expires due to:
Purpose of Visit
Family ties to Canada and home country
Personal assets and financial status
Length of stay

The 2nd attempt was for a little over a month, and we emphasized on his ties to his home country to address the refusal of them not believing he will return to his home country. Less than 24 hours it was also refused based on not satisfying the high commission that he would leave after his visa expires due to:
Purpose of Visit
Immigration Status
Personal assets and financial status
Length of stay

The 3rd attempt, I had read all the advise on this forum and took the advice to submit an Affidavit. My spouse went and saw a lawyer, He had an Affidavit made stating the following facts:
He was traveling to Canada for 5 weeks for tourism, and family visit with a wedding on April 21, 2018 including the location of wedding and reception.
His host was providing all financial responsibility including accommodations and food provided
He had a paid round trip plane ticket with the flight details of arrival and departure from Canada
He had a letter reference form his employer saying they were aware of his travels to Canada, that he has worked there over 6 years and has his position when he gets back from Canada.
He also had information that he was a single father with 3 dependents and was the sole financial caregiver for his three dependents and needed to return to Africa because of them.
This application took 5 days for a response but it was also refused based on not satisfying the high commission that he would leave after his visa expires due to:
Purpose of Visit
Personal assets and financial status

I'm getting very frustrated through this process, and confused as he was previously approved and visited Canada 18 months prior. We both really want this visit to happen due to the length of time since the last visit. We do have future plans to apply for the Family Sponsorship application but we are not prepared with our documents yet and we would be looking at an additional 18 months before a future visit.
Please advise if there are any other suggestions or help?

It seems like your only option is to apply for Spousal PR. In the meanwhile, you should order case notes/GCMS to understand why he has been refused thrice.

For the first application: A visit of 8 months is not that of a visitor. That could be the reason why he was refused.

For the third application: Affidavits do not guarantee that the visitor will return. In fact, affidavits won't work, in general, because they cannot be enforced
