Holding Sri Lankan Passport. UAE resident for 12 years.Working in Airport .Applied as a family.
first time applied as a visitor ,no invitation letter. (Also no cover letter lol)
Second time with an invitation letter ,but my sister in law not PR, or Citizen . also she has been there for 5 months. I mentioned visiting for birthday for 20 days, and will stay with her free of charges . may be that could have been a red flag.

first time refused in 10 days and second time just in 4 days they threw away that. I will not apply again as it's very difficult to please them as Sri lankan passport holder.
Even i have showed a deed for my own house in back home Sri Lanka .
 
Without knowing reasons for refusal, several quick observations. You don't live in your country of citizenship, applied as a family so no family ties, visiting for 20 days for a birthday make no sense, Sister being a PR but only for 5 months not relevant, house deed not a tie. I could go on.

True , even my I do not have intend to over stay there since I have well established life in UAE. but from them all needs proof via documents .
1.I can not show my parents depends on me as i already live in another country.
2.apart from Job I don't have any other anchor.
3.I do have a loan to pay for next 3 years but not sure if they do consider it.

Yea , so for me it will not work and I don't want to be flagged there as I have a plan to migrate there later with PR pathway .

1. How old are you? If over 22, your family ties are spouse and children. Parents are not a tie.
2. That is an issue because not a citizen of UAE.
3. Not a tie.

I am 36 years Old in customer service field. at the moment I am trying to swift my career to Data analyst . I have done Level 7 Diploma in same field recently and waiting for the certificate . my plan is get work experience for one year and try Atlantic PNP. My son is Autistic so I need a better future plan rather than in UAE.

Atlantic PNP will be very difficult as you need job offer with designated employer who cannot hire a Canadian with the work experience, language skills and education to do the job. PNPs are cut in half so few spots and those are going to people living/studying/ working in the province. Minimum requirement is a degree as it is a TEER 1 job. IT is not in demand either.

For son, you pay out of pocket for services.

Yea i feel the same, if i can get MSc in Data science at least there will be hope, i heard too they will more focus on next years to reduce TRV into PR pathways rather bring out ppl from outside. what to man , i'll keep trying at least

There is no TRV into PR pathways. Get MSc, get work experience in the field, learn French. PNP is not really a pathway for year. Look at therapy costs for your child and also the waiting lists associated to those therapies.

Data Analytics Post-Graduate Certificate offered by Holland college.​

I can convnc the officer given my age and as career swift i need something job ready, to avoid entry level job. Since my family would be at home i have stronger tie to go back.
and with this I'll be able to get PGWP ? what do u think

Program is a waste of time and money. You need to justify costs of the program showing education and career progression when you return home. You need to explain why you must take the program in Canada and not anywhere else or even online. If you have a degree, should be masters or at least a program where only degree holders can attend. Your family is spouse and children in country of citizenship. So spouse and child are not coming with you? Family ties are just one part.

Why PEI? Population is 150,000 people so there will be no jobs in the field. May not even get a year of Canadian work experience.

I have checked with polytechnic in saskatoon for one diploma my PgDiploma was not valid asking a degree(which is weird )

IMO the risk you run is that the officer will say your planned studies in Canada are essentially the same as the studies you have already completed and so your plans for Canada make no sense from an expense or progression perspective. Having said that, you can try.

If you want to come on a study permit, stop applying for TRVs. I would also recommend you wait a while before applying for the study permit. Otherwise it just makes it look ike you are desperate to come to Canada any way possible.

So taking the same program in Canada...makes no sense. IRCC will wonder why at 36 you need to come to Canada and take a one year program. Your profile "screams" wanting to immigrate but a one year program will not let you immigrate. Not sure why the Atlantic provinces but there would be no work in your field and few services for your child.

You also need a plan B. Canada may not be an option. You need to look into waitlists and plan for personal funds parents often need to pay to supplement the care they are eventually are able to get through various autism programs (backlogs are 3-5 years if apply from a very young age) or pay outright while on the waitlists. Many schools don’t have the budgets or staff to support many of the children on the spectrum. In many ways you may be able to afford/get access to better care in the UAE for your child. Things like childcare are also very expensive and the school day is shorter than a typical work day. Many autistic children can’t join after school programs, which are not cheap to begin with, but less expensive than private care. Also there are no programs for autistic children after age 21 so the majority of the care is left up to parents at that point. Many seem to have the false impression that they will easily get services to support their child in Canada when in reality it is very difficult. If you’re a single parent it will be incredibly challenging and financially you will likely not be able to pay for therapies needed, you may struggle to work full-time depending on level of need of your child, cost/availability of after school programs or camps during the summer.
