If approved, he can come visit you. What people are trying to say is being single and therefore mobile with no travel history makes it more difficult (not impossible) to be approved. May be easier for him to get US visa first and meet up with you there.

If he is married with kids and coming alone to attend a ceremony the officer will grant him a Visa however the officer might raise the point of concern since siblings usually don't visit the graduation ceremony however if you are getting married it might possible that officer think otherwise.

A lawyer can’t change his circumstances so not sure it is worth paying a lawyer. Has he ever applied to immigrate or study/work abroad? The fact that your parents have TRVs raises concerns of the family trying to remain in Canada. How much time have your parents spent in Canada? Have they applied for a supervisa or normal TRV? Proof that he is involved in the Dairy farm should be included but the fact that he can be away for 4 weeks weakens the argument that he needs to be on the farm in person.

This way nobody can apply for their siblings Visa, His profile is really Genuine, and we know he has responsibilities, but It does not means, he does not deserve a break for 3 weeks. He will apply with all the supporting documents. Let's see.

Nobody said that siblings can’t visit. His particular situation makes it more challenging. He has no international travel history, minimal ties to his home country, no spouse or children and if the whole family is able to travel to Canada so the ties to Canada become stronger.
