visitor visa question

Hi.
Instead of applying for a conjugal partner application as my divorce is taking forever (4.5 years and no end in sight). Can i be honest and transparent with the VO and just state that I would like a visitor visa so that my girlfriend and I can live together for 12 consecutive months so that we can apply under common law? also to state that after 12 months she would return to her country and it would be our intention to apply as coomon law outland application.

You can certainly say this - however it pretty much guaranteed the TRV will be refused since this demonstrates she isn't a genuine tourist but has plans to live in Canada.
