Visitor visa passport Submition, applicant out of country

Dear All,

We applied for TRV for my in-laws in July 2020, march 2022 we got request for passport Submition India.
My Father in law moved to South Africa for work and mother in law is in India, How should I submit Father in laws passport.

Note: IRCC is not picking up calls
