visitor visa or the PR application for fiancee

Hi There, I am permanent resident of Canada and going to get married in next 3 weeks. I have seen the PR application processing time for spouse under family class is showing 17 months on IRCC portal. My fiancée is having a cousin staying in Canada(who is also a permanent resident) already.

At this point of time I am really concerned which one to choose between visitor visa or direct PR from outland. As visitor visa processing is not taking more than 3months to get approved as PR processing is way to sluggish.

Is that a Good idea to apply for the visitor visa first before marriage and then raise the PR application from Inland(Canada)after marriage post receiving the visitor visa?.
Or Apply for the PR from outland for the spouse after marriage?.

Any leads would be much appreciated.

Your fiancée can certainly apply for a TRV now or try that after you get married and then hope it's approve so that she can travel to Canada to apply for PR inland.

What we cannot tell you is whether the TRV will be approved. Once you are married, this will weaken her application since your marriage will mean she has a strong tie to Canada and likely has plans to use the visa to essentially move to Canada early. Things that will strengthen her TRV application are: proof of employment, strong proof of funds, proof of property ownership, previous travel to countries requiring visas such as the US, UK, etc.

If you apply now she would have to update her application once you got married so no point a lying now to say she is wanting to visit her cousin.
