Visitor Visa - Information needed regarding sending passport

Hello,

I had applied for myself, wife and kid's visitor visa. Today I received letter from Citizenship and Immigration Canada asking me to send our passports.
I have couple of questions:
1. I see that there are New York and LA offices. Where should I send my passports? I live in Oregon USA. So, I need to send via mail only.
2. Can I send all 3 passports in a single envelope and one return envelope? Or should I send them in 3 separate envelopes?
3. How should I pay VAC fee? Is Western Union money order acceptable?
