Visitor Visa from USA to attend wedding

Hi all,

Has anyone recently applied for visitor visa from USA to attend wedding? A close friend is trying to apply and he's vaccinated. But, the site says "please wait until you're eligible to apply".-- https://www.canada.ca/en/immigratio...services/visit-canada/apply-visitor-visa.html

But, when they click on to check if they can enter Canada -- https://travel.gc.ca/travel-covid/travel-restrictions/foreign-sept7-vaccine
, after they fill out their vaccination status, then it says they are "eligible to enter Canada".

1. How long has it taken to the visitor visa approved?
2. Any other key things to consider.
