How can i apply for visitor visa for my ex husband? He do have permanent resident card before but it expired already coz he went back home.he stayed only here for 2months then never go back.now that he missed a lot our 3kids he want to do or apply a visitor visa but i cant coz i am on thé low income bracket.

Unless your ex husband has has his PR status revoked or has renounced it himself, he is still a PR of Canada and will not need a visa to enter.

The PR card is a travel document, much like a passport. When your passport expires do you stop being a citizen of your country? No! The same applies to PR status in Canada.

So... Unless an official action has taken place, he is still a PR.

Now... Without a valid PR card he will not be able to board a plane to Canada unless he can get a PRTD. He will likely be rejected for the PRTD because he has not met the residency requirement for PR status. Steps will be taken to revoke his status at that time.

If he can travel to the USA he can cross into Canada at a land border by private vehicle, or on foot.

As a PR he will be let in to Canada, but he'll probably be reported for not meeting the residency obligation. The process of removing him from Canada will start and he will lose his PR status if he doesn't appeal.

If he wants to get a visitor visa, first he will have to renounce his PR status. Then, once that has happened, can he apply as a normal visitor. Until then, though, he remains a PR who has not met the RO. He has the right as a PR to enter Canada but doing so will in all likelihood start the process of getting the PR status revoked.
