Visitor visa for Indian citizen residing in UAE

Hi I want to apply for visitor visa for my husband. He is in Dubai from last 1 year.
I am on study permit and want to apply for his visitor visa on the basis of my convocation.
so is it possible that first I apply for his visitor visa and then once he is here I can apply for his open work permit.
Can apply online within Canada for his visitor visa?
Does he have to go to India for this and will his file be processed in India or UAE?

PS : My husband is an Indian citizen working in Dubai and I have NOC B job.

He can apply from dubai , it depend on nature of job , finances , string ties ,travel history , ties at back home and ties in Canada .
He can apply for work permit if he has full time job offer and approved by Limit.

How much funds we both need to show in the bank accounts?
I have invitation letter from university stating that he will visit for 2 weeks. So how much money I need to show.
Or do we both need to show bank statements or any one can show.
