Can I take visitor for my parents at the border while crossing USA to CA or do I have to take it at visa office only?
Same with USA? can i take usa visitor visa at the border if they are comng from canada?

No - you can't obtain a visitor visa at the border. You need to apply in advance through the visa office.

No, you cannot get a TRV at the border. Are you in Canada?

This is irrelevant. TRVs are not issued at the border by CBSA. You have to wait for IRCC to approve your application.
