3rd refusal - "I have reviewed the application. Taking the applicant's purpose of visit into account, the applicant does not appear to be sufficiently well established that the proposed visit would be a reasonable expense. The applicant's prior travel history is insufficient to count as a positive factor in my assessment. Weighing the factors in this application, I am not satisfied that the applicant will depart Canada at the end of the period authorized for their stay. For the reasons above, I have refused this application."

4th refusal - Note 1: Email correspondence from ICBC Chief Executive Officer directed to Migration Manager indicating re-submission of this application. Notwithstanding that the request has not been received from the applicant and neither the inviting organization nor anyone from their organization appears to be authorized to represent the applicant, I have reviewed the application and maintain my initial final decision, In consultation with unit manager, no additional correspondence to this effect required. However, I have informed the OSU manager who referred to the email correspondence for my consideration.

Last week, he has received his GCMS notes stating the reasons for refusal. Can someone please guide what should be the next step to reapply after clearing all the doubts mentioned in the GCMS notes?

Still doesn't make sense why he needs to attend this expo in Canada. I would imagine these expos are held much closer to home. After so many application there will be concern why he is being so persistent about attending these expos that can be attended in many places around the world.
 
He has already attended similar expos in Singapore, China, and India. Now he wanted to visit Canada for tourism purposes only. Please guide me about the further steps.

He can’t travel to Canada at the moment and likely for quite a while. I would delay applying until he can actually travel and until there is some time in between his previous applications. He’ll need to apply like anyone else and show proof of savings, strong ties to his home country (job, property, dependent family members left at home, etc.) and international travel to countries similar to Canada like the UK, US, Australia, etc. The sudden change from numerous applications for travel based on business to travel with tourism will be a red flag.
 
He has already traveled to Europe and Australia for tourism. He has already shown his proof of savings, strong ties to home country. For how long should he wait for reapplying as a tourist and what more documents should he provide as a proof?
 
Maybe he should skip Canada from his list. With 4 refusals it is not looking good. They keep each and every single record in their database now if he changes his purpose of visit to tourism that will look very bad on his application as he initially applied to attend an business exhibition.
