Taking the applicant's purpose of visit into account, the applicant does not appear to be sufficiently well established that the proposed visit would be a reasonable expense. The applicant's prior travel history is insufficient to count as a positive factor in my assessment. Weighing the factors in this application, I am not satisfied that the applicant will depart Canada at the end of the period authorized for their stay. For the reasons above, I have refused this application."
4th refusal - Note 1: Email correspondence from ICBC Chief Executive Officer directed to Migration Manager indicating re-submission of this application. Notwithstanding that the request has not been received from the applicant and neither the inviting organization nor anyone from their organization appears to be authorized to represent the applicant, I have reviewed the application and maintain my initial final decision, In consultation with unit manager, no additional correspondence to this effect required. However, I have informed the OSU manager who referred to the email correspondence for my consideration.
