I just want to ask, If we submit a spousal application (outland), and let's assume we received the AOR.
am I eligible to apply for Visitor Visa? should we mention that we have an ongoing Spousal app or does it well gets rejected?

You can apply for a visitor visa at any time. Whether you have AOR or not doesn't matter.

You must answer all questions in the application truthfully. Generally speaking there is a lower chance of approval if you have a spouse in Canada. However if you can demonstrate strong ties to your home country / have a strong travel history / etc., then approval is always possible.
