You can try. Was almost impossible for spouses of PRs to get a TRV before Covid but has gotten easier. Still far from guaranteed but you can attempt to get a TRV, if refused your option is to sponsor outland. Will partially depend on whether your spouse has good longterm employment, has other ties to her home country, what amount of savings she has, any past international travel to countries like UK, US, Australia, etc.
