Hi Everyone
I came in Canada on visitor visa 1 year before. I have got an positive LMIA for long-haul truck driver. I am planning to visit a border to change my visitor visa to work permit. Is it possible to do at border? Is any border open these days to apply for work permit at border ?

You’ve had issues with the CBSA in the past , why would you put yourself in that position voluntarily?

Apply for the work permit online.

Work permit applications are generally not being processed at the border right now due to COVID.
 
Your only option right now is to apply online. Only certain situations are accepted to get your work permit at a POE. First you have to come directly from the United States. You can’t flagpole. So you enter the US (assume you have a US visa), visit briefly and return. They may issue the work permit but you have then to quarantine for 14 days.

You will likely goimg be told this isn't possible because you are trying to flagpole and you risk being denied entry.
