Visitor Extension- Medical Clinic is still closed

Hi,
Anyone can help me how to contact IRCC regarding my mother’s medical examination request. She received the request for medical on June 4th but unfortunately the immigration clinic here in Victoria BC will be re-open at the end of the July.
I believe my mother needs to take medical exam within 30 day’s nonetheless her application will be refuse.

is there any way I can cobtact IRCC?
