Visitor Acknowledgement and Correspondence letters from different visa offices

Hi All,

My relative submitted online visa application from India on Aug 20th. Bio-metrics were done in July for a prior application attempt. They received 'Visitor Acknowledgement Letter' from 'New Delhi Migration Section' in email 2 days ago, and 'Correspondence Letter' from CPC-Ottawa directly in MyCIC account yesterday.

I was a bit surprised that the two letters came from different offices. Is it normal? Does Correspondence Letter tend to be issued from CPC-Ottawa for everyone? I am bit confused as to where the application might be getting processed.
