Sure, you can certainly do this. However I would avoid saying that this is your purpose in the application or you'll probably be refused.
The person applying should demonstrate strong ties to their home country (e.g. employment, property ownership, assets) and also demonstrate they have enough savings to pay for their trip to Canada. If they have travel to countries requiring visas such as the US and UK, they should indicate this as well.
