Visiting india only with work permit

hi everyone
I came india only with my post grad work permit and my temp resident visa was expired.
Now to come back to canada i need to apply for a temp resident visa as i can not fly to canada only with my open work permit.
So can anyone help me to how i can apply for my temp resident visa in india?

You have to go to the Canadian Consulate or embassy in India or apply online.

To enter Canadian consulate or embassy i need a appointment, but when i check online the appointment is only for canadian citizens.
Now i am planning to apply online
