she has family, work, bank statement.

yes, you are right, we applied in April and got two refusals...but we want to apply again in August, as soon as 1st stage is approved by Mississauga

If your wife is pregnant perhaps having a doctor certificate will help but unlikely.... The problem with IO when there a PR in process they don't want to even consider giving the chance for a visit rights between Applicant and sponsor even if the intention to return back. My husband was granted 2 times tRV but now I'm going back to visit him instead because I don't want him to apply and get refused which is likely to happen.

You need to prove the person intends to return home. For example showing the applicant has a job back home, owns or rents a place to live, goes to college,...

I'm sorry, but I'm afraid you'll likely get refused again. With a spouse in Canada, it's really hard to prove to CIC that one intends to come back. You'd have to show the ties to home are stronger than the ties to Canada. Stronger ties than a spouse. Few people manage to convince them of that.

Then why would CHC issue a TRV to someone who has a Drs. letter that says they can't travel?

If she doesn't have any life threatening situation the doctor will not provide you this type of letter especially if he knows your intention only to visit your wife.

that was a wise answer PMM, we do appreciate your opinion a lot. The matter is that my wife's visa to the US will be almost done by that time. So if we get a paper-proof from the doctor, you think it will be possible to extend her visit to the US or it's a better chance for her to apply for TRV to travel with me to Canada?
