Visiting Canada after passport request

My husband is going to visit Canada on Sunday for a week. He got is electronic travel arrangement a while ago. I have just received an email asking to submit our passports within 30 days for ppr. Can he still go on Sunday by himself (he is the accompanying spouse) or will this now cause issues?

If you didn't receive the PR card, you are a not full "permanent resident" yet, he can travel with his electronic travel authorisation.
