Visit Visa request refused twice

Hello everyone,
I am looking for some advice regarding my mother's visit visa. Her visit visa application was rejected twice even though we fulfilled all the visa requirements and also showed proof of strong ties in Pakistan. Below are the latest visa refusal notes received:

1. Had previously PR but failed to meet the residency requirement
2. Not satisfied with the client's purpose that it would be for a temporary purpose

Please see the above notes and explain what the problem is and advise what I should do so that my mother can get a visit visa.

Hi,

It's been almost two years since I submitted my appeal in IAD, in a response to which I have heard nothing yet. I am outside Canada and is highly interested in returning and settling there. As I have not heard of any updates from IAD, I request for your urgent guidance whether to apply for a Travel Document or not and to know if I would be considered eligible for it.

A prompt response would be highly appreciated as I am seeking to move to Canada at its earliest.

Insufficient information for anyone to comment:

- When did she renounce PR? Or did she lose PR (i.e. IRCC took it away from her)?
- What specific ties to her home country did she show?
- How much did she show in proof of funds to support her trip?
- How long a trip did she request?
- What reason did she give for wanting to visit Canada?
