Visit Visa for Parents

Does it make any difference if we apply for the visa for my parent’s together or separately? My dad was returned from USA airport after getting the visit visa from Pakistan, 7 years ago. He thinks it’s better if they apply separate so if he doesn’t get the visa my mom can still get it.

Of course, it will make difference. Originally my in-laws applied their visiting visas together but was rejected. Afterwards they applied separately (one after the other got each passport back), and got the visas.
