I am an Norwegian. If I visit Canada in 6 months and leave as I have too. Can I take a trip to USA or other country or do I have to go back to Norway. How Long is the minimum time I must be out of Canada before I visit Canada again ?
I am now retired and have my own house in Terrace BC and want to stay in Canada as long and often as possible.

You are a visitor, and a visitor lives more in his home than where he is a visitor.

Following that logic there is no "minimum time" to come back to Canada. Now, each time you enter Canada all your stays will be available to the CBSA officer and if you have spent more time in Canada than in any other place questions will be asked. The more you do it the tougher it will get to play the "just visting" card.

Usually the first and second entries are quite smooth. Get a PR, that is the correct way to do it. You can visit while the PR is in process.
 
As a retired person what kind of PR would he qualify under?? Investor is scrapped, Business? And there is no retirement visa in Canada..

Depends on his specifics.... PR will qualify him for citizenship....
