My mother-in-law and step-daughter recently received TRVs to come visit us over the summer. Though our current address was indicated on the application, we have since decided to move to a bigger place and we'll be living at a different address effective this month and when they arrive in June.

I want to advise CIC of the change but don't know whether I should contact the CIC office here or contact the embassy in their home country? What is the right way to go about advising them?

what is the main concern about the address change? mailing of the passport? If not, if they were asked in the POE by the IO of the place where they will be staying, they can simply declare your address as the host.

It's like I booked a hotel and included it in my application but never checked on that hotel upon arrival. I will just show to the IO (in case they asked) my confirmed booking at the POE.
 
As your in canada already its easier to just call cic and talk to the agent on the change.

if needed they could also email the visa office that issued their trv.

As you can see the VISA has no address on it. VISAS are not address-bound. The whole point of showing an address during the application is to convince CIC that they won't try to stay illegally.

Now CIC is convinced, you are free to visit.

Change of address is only relevant for other immigration processes, not for TRV. (As Kewel adviced, if they ask then you tell your story which is true, so nothing to fear).
