it depend if your applying online , VAC or through the embassy . If your are applying online or through the VAC it usually takes 4 to 6 weeks . however if your applying through the embassy it takes 8 to 10 weeks . some time takes up to 12 weeks .

Elzeiny what was the reason for which they rejected your visa?

they said (( I don't have enough cash to pay my tuition fees )) . my advice is , get help from a immigration lawyer . I went to lawyer and he told me to that I have to show at least 40,000 CAD in my bank statement . I am going to postpone my college to either September or may . I am still contacting with the college . also if you will add the money now , you have to show them from where did you get the money . or just leave the money in your bank for 4 month .
