1. Probably not, since by not declaring the US refusal, it is misrepresentation and usually results in a 5 year ban.

If there is no ban for 5 years, then next time when u apply for visa, then make a cover letter about your refusal in which u should try to convince the visa officer that u did not do it deliberately. In which year did ur visa got rejected and from which country dud u apply?
