thats a straight forward refusal,
never experienced a case like this,
from my experince i say u 'do ur bachelors here and try for masters'(if u still opt for canada)

or
try a programme which deals with subject(core) u score well in ur 12th

and said that now we have to apply under general catagary with same fee receipt , medical, gic ,same course and colg ..
