visa refused second time urgent help

I applied for Masters in administrative science in fairliegh dickinson university. My profile (10th 51% 10+2 63% bcom in 2008 67% ielts 6 not less then 5.5) . I went to the UK in 2009 completed level 7 business management diploma in jan 2010 thereafter I stayed on post study work permit worked as a restaurant manager from Jan 2011 till November 2013. I came back to india in November 2013.

The proposed course make sence given you previous work experience background of education

Should I reapply after justifing caips note?

Is that my 4 and half years of stay in the UK making negative impact on application Vo is assuming me not bona fide student I just completed my level 7 diploma and stayed on psw legally in UK?
How can I justify iam a legitimate bona fide student really wants to study as I need overseas masters from canadian campus. I heard they wont issue the visa to those who already completed studies from UK. Is it true or just the myth? Please reply me

You have a very good Resume ! Don't worry about your previous stay in London ! It actually increases your profile to being genuine.. and returning back to your country!
1st -Visa officers spoke about authenticity of your documents.!
So better have your documents attested by notary public,..!! And keep it authentic.
Create a strong S.O.P 100% required in your case...explaining your experience and masters degree relating. ;D
