Hard to determine much from just percentages without how many applications and what class Visa's were applied for. Without knowing what class was applied for then it stands to reason that big embassies like London and Singapore would have big percentage of refusals.
 
hopefully the Spouse sponsor refusal percentage should be very less....

Well if you really want to know, go to http://tinyurl.com/82e9lud download the spread sheet. Change Point of Service at the top and you can check any office you want.

Thanks PMM as I thought Spouse sponsorship paints an entirely different picture to those percentages that were quoted infact a 93% success rate for Spouse sponsorships out of 1450 applicants. That link you sent puts these crazy %'s in to perspective as a huge percentage of refusals is in the FSW programme.
