Visa Processing Time from UAE - Refused or Accepted

Hello Everyone
I want to ask about my study permit which I applied from UAE. I had applied initially for study permit on 25th august 2018 and got a refusal letter on 31st August which means almost 1 Week IRCC Took to Refuse my Visa.
I re-applied on the same day 31st August And till now I havent seen any updates on the cic.gc.ca portal except that it has been submitted. So does that mean it has been accepted already? They changed the processing time from 7 weeks to 9 weeks on 4th October 2018.
Please Advice what to do .

This is nice thread, let's support each other.
I applied on 28th August and until now I didn't get any update, they even didn't start reviewing my eligibility.
Let's pray for each other that this delay will be a sign of acceptance.

Is there any one has an ideas about delaying means approval?
