Hey fellas! Hope you are doing well.

I have to re-apply for my study VISA for Jan 2021 intake.
I am currently waiting for my CAIPS notes which are expected to arrive by September 15th.
As per the IRCC portal, the processing time for VISA (from India) is 139 days.

What would you guys suggest?

a) Shall I apply now? (September 1st Week)
b) Shall I wait for my CAIPS notes till 15th - 20th September and then apply?

My VISA has been refused twice on the following ground;
I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.

Kindly help me with what extra documents can be presented this time.

Evidently they believe you do not intend to return to India after graduating. What program did you apply for and what is your age and previous education/work experience? What ties do you have to India?
 
Okay, so from the last time everybody gave you a bunch of advice, what have you done to address the issues raised? Are the properties in your name? Are you still applying for a post-graduate diploma?
 
The course and college remains the same. Properties are under my father’s name who will be sponsoring my education and living expenses.
(Sponsorship affidavit has been prepared and was attached last time as well)
I have also filed for my CAIPS Notes for both refusal cases and based on the remarks I’ll hire a professional SOP writer.
