They have sent our application in visa office Rome on june and till now nothing

It really depends on so many factors. Once transferred to a local VO, it can take a couple months to more or less 7 months. I can't seem to find a Rome VO thread anywhere as well.

I know but now we are in end of 12 months because we sent the application on 11 november 2017

IRCC is promising that the majority (80%) of applications are completed within 12 months. If you still don't have anything by the 11th of next month, I suggest that you ask your nearby MP (if you're the sponsor) for some assistance. Good luck!
