I just gave my ielts exam and my reading score are 5 and in listening writing 6.5 and speaking 7 .. so is there any college who will give admission for these bands . Done graduation with 63%and secondary education with 70% any college in any province

There are colleges that might accept you - but CIC will most likely refuse your study permit. You should rewrite IELTS and score at least 5.5 in each category.
