HELP ! Where do I need to go (place or website) for information and forms to get a work visa for a Belgian student going to study in Montreal ???

You'll need to provide a lot more information if you want assistance. Are you just coming to work in Canada? Or are you coming to Canada to study? If you are just coming to work - where are you going to be working and has your employer obtained an approved LMIA?
