Can a person remain in canada if his visa expired and he is waiting for a decision on visa extension?

Provided the extension was received by CIC before the visa expired - yes.
 
If the extension is received yes obviously a person is allowed, but what if I applied for visa extension and it is still in process. Isn't it called "implied status" if visa is expired but decision is still not made?

Depends on when the application for the visa extension was received by CIC.

If your application was received before your visa/authorized period of stay expired, then you have implied status (stay as a visitor) until you receive the results/decision (which also covers the period while the application is being processed).

If your application was received after your visa/authorized period of stay expired, then implied status does not apply.

Urgent guidance required on Visit visa extension

Hi,

My daughter's visitor visa is valid till September 2015, but her first 6 months stay will be over on March 10, 2015. Is it possible I can apply for her visa extension, tomorrow.

If yes, please guide me the procedure to apply, if not then please let me know what are the other options available to me.
