VISA BY A LAWYER......?????

After rejection some people give thier cases in the hands of a candian lawyers...........is that true way to got a visa......????and what is the chances to got a visa by this way........????
I heared its a cort case not CHC case if lawyer win the case then govt. order to the CHC to got the visa.......?

how the way to got a study permit.......???
