Visa approved. planning my move

I got my student visa attached to my passport a week ago, will be attending NAIT. Im planning my move to Canada August 12. I intend to get situated immediately so a few questions I have are as followed:

1. How soon can I obtain a Social Insurance number? Can I do this before my program starts?

2. Which one of the mobile network providers is best?

I received the visa in my passport and the letter.

I will be doing Hospitality Management at NAIT.
