Now am staying in bahrain and its mentioned that cic should issue me a letter that i can use to obtain pcc,i went on my own to issue pcc and was successful but the thing is the pcc mentions a start date and an end date in a format as date of residence in bahrain from to where to is the pcc issue date then its mentioned that pcc is valid for 3 months so am not sure if it will be accepted by cic or not

If it's mentioned so for 3 months, then you might have to go for another one if it's not valid at the time of applying for e-Apr?
What's your status right now? Received ITA?

Yes,pcc issued in feb and its mentioned that pcc is for the period of residency from to feb 2017,then down its mentioned that its valid for 3 months before issue date so technically pcc will be valid at e-apr submission date

No need to worry. Bahrain PCC has a start date and end date mentioned on it.
Submit this and mention in LOE - how were you able to obtain it without the need of request letter from IRCC.

A PCC from Bahrain (known as 'Good Conduct Certificate') usually has a start and an end date mentioned on it for non-Bahraini residents. This covers the duration of their stay in Bahrain.

And yes, the validity is 3 months. Get it closer to the date of eAPR and it should be fine.
