my brother has a visitor visa and has been to canada last year and is now in India. will it be easy for him to get a student permit ?

If he is admitted to an eligible Canadian college or university, shows enough money to support his studies, and writes a good letter of explanation, then sure. Having a visitor visa is irrelevant, although it may help to demonstrate compliance with the conditions of a previous stay in Canada.
