Hi,
I've heard that when people apply through Express Entry using some OINP letters/programs, there is a "waiting time" on top of the processing time. And this additional time (sometimes 1.5 year) reason would be to assure that the OINP's job offer is real and lasts for a while, and the final/real PR document is delivered only at the end of this period.
Does anybody have more information about it?
And the question: does anybody know if this waiting time is considered for the citizenship as having PR?

Yes. You can count up to two years of pre-PR time towards citizenship as long as you have valid status in Canada. Time before PR is only credited 50%. So this means that 2 years will translate into 1 year.

When you are approved using OINP/job offer, they don't hand you the PR document right away. They make you wait 1.5 years MORE to check if your job is valid. So the question is, this 1.5 year will count for citizenship as HAVING PR?
