Hi guys,
My Police Certificate is bigger than my scanner,do you think it'd be okay to use photos instead?

I don't think the photograph will look as presentable as the scanner results. Home scanners are A4 size and any document larger than that could be a problem. You could try to use a commercial scanner in an office or library if you have access to it.

Try to use some scan app like Office Lens from Microsoft for better quality.

Nothing wrong with using a camera, just make sure the certificate is flat under a bright white light (tungsten or coloured light is no good, must be solid natural white, direct sunlight works also) and your camera takes the photo to a high quality. Make sure you also crop out the surroundings.
