If a person was refused visitor visa of US from their home country and they got Canadian Refugee travel document when applying for tourist visa of USA again shall they mention of rejection or it will consider as fresh application this time because situation has changed.

You need to mention of rejection because your fingerprints were recorded for the previous refusal. It can be a problem if you do not mention of the previous rejection.
