I am in a bit of an emergency situation. I'm an international student from the US. I've been living and going to school in Montreal for the past three years.
Because I've been working all summer, I'm applying for my CAQ and study permit very late. They both expire August 31st. On Monday, I'm submitting for my CAQ, and hopefully before 4 weeks, and by the 30th or 31st at the very latest, the CAQ will be filed and I can go down to the border to apply for my Study Permit before it expires. If I apply for the study permit without my CAQ, I will have to write a letter explaining that it is being processed.
The good news: I have great grades, I'm in an Honours program and I've made the Dean's list, I have financial backing, and a job at my school, among summer jobs.
I'm wondering how risky it is for someone in my situation to go into implied status? I'm going into my last year of University, and if I go into implied status and then get rejected (restoration, I think it's called?) then I will lose my fall semester. Subsequently, if I lose my fall semester, I might as well lose my winter semester too, since 2 of my courses are year long, and one of those two, I need to graduate, and it is only available during the fall/winter session, so I would have to go to University for an entire extra year, along with finding a way to work part time that extra year.
On top of all o this, I just downloaded the documents checklist for my CAQ application, and one of the requirements is a declaration of financial support page from the PDF file that has to be signed by the family member that is financially backing me. I have everything else - she faxed bank statements, etc. However, she is not in Montreal and lives a 9 hour drive away, and I'm worried that there is no way I will be able to have her sign that part of the document by Monday.
I'm frustrated because the person at the International Student Office at my school spoke with my mother and told her she does not need to do anything in particular in terms of physically being here - she was wrong, and now there is a chance my CAQ will be filed later. What should I do?
If I go into implied status, what can I do to assure that I will not be rejected? What are the chances?
Are there any additional things that may help? I was thinking that if I do get denied after potentially going into implied status, that I could appeal to the dean of students. Also, is there any way to speed up the CAQ process, that is, get a copy of my CAQ before it's actually taken the 4 weeks maximum to process it? Or some kind of notification that it is being processed correctly?

(Edit: Later on I found out that the letter of willingness that my mother faxed to me is probably meant to suffice for not being able to have a physical signature on the CAQ document.) All my other concerns remain the same.
