US / Canadian Citizen OHIP - Work US-based but living in Canada

My partner is a dual citizen, with work based in the United States but living in Ontario with me.

Can we apply for OHIP or does work need to be Canadian based in order to qualify for OHIP?

Nothing to do with work, it is based on where you live and so number of days in Ontario.

It is unclear whether he still needs to spend time in the US. If that is the case he may not meet the OHIP residency requirements. The big one would be not being out of Canada for over a month during the first 6 months.
